About Risk Management

As part of the Office of Operations, Risk Management (RM) is committed to universitywide sustainability and operational excellence. The Office of Risk Management primarily manages insurance procurement and the claims filed thereunder on behalf of the university. Risk Management is also responsible for overall asset protection and assists with risk assessments for university operations, ensuring a safer living, learning and working environment.

Emily Hochstatter, M.P.A.

Executive Director of Risk Management

Areas of responsibility include operations management, risk management, enterprise risk management and process re-engineering projects.

Emily began her career with NIU in Human Resource Services overseeing medical leaves and workers’ compensation programs. After two years, she pursued an opportunity in Risk Management, where she has been the past 10+ years and currently leads the department. Recently, Risk Management expanded from traditional operations of insurance, claims management, and risk assessments to include Environmental Health and Safety and student health insurance operations. Emily also serves as Chief of Staff to the Vice President and Chief Financial Officer. Emily has her master’s degree in public administration and earned the Certified Risk Manager designation in 2020.

Scott Mooberry, M.S., ARM, CHMM, CFPS, CFI

Director of Environmental Health and Safety
Deputy Risk Manager

Areas of responsibility include environmental health and safety and risk management/insurance.

Scott began his career with NIU in 1999 in Environmental Health and Safety (EH&S) assisting the campus community in complying with applicable safety and health regulations, maintaining life safety systems, assessing various risks, and responding to campus emergencies. Since EH&S joined the Office of Risk Management in 2022, Scott’s portfolio has expanded to include claims management and assisting in insurance policy management and renewal.
