The State of Illinois provides a significant amount of funding to support sponsored award activities.
Most funding agreements are subject to 30 ILCS 708 Grant Accountability and Transparency Act (GATA) which aligns State of Illinois awards with 2 CFR 200 Uniform Guidance.
Principal Investigators considering a program with the State of Illinois should become familiar with the Sponsored Funding Framework and Uniform Guidance and expect that federal rules will apply.

Principal Investigators should plan for 30 business days to prepare and execute an agreement through SPA. Depending on the extent of negotiations, this timeline may take longer.
These agreements can involve lengthy and complex negotiations due to the complexity of the program activities.
Getting Started
Complete a Proposal Intake Form. A Proposal Coordinator will work with the PI to review the proposal and route it for institutional approval through InfoEd. The proposal includes the following:
- A description of the scope of the project
- The estimated duration of the project
- The anticipated level of personnel effort
- An appropriate budget of all cost items
- In most cases, all cost items will require translation to a State of Illinois GATA formatted budget
The SPA Award Acceptance Team will coordinate with the PI and Proposal Coordinator to review the agreement and will lead any negotiations necessary with the sponsor and obtain the Authorized Organizational Representative signature on the final contract.
When practicable, the Award Acceptance Team will begin reviewing the agreement during pre-award review to help expedite the process. Please understand that agreements associated with a fully approved InfoEd record receive priority review.
