Purpose

It is the purpose of this policy to identify the standards necessary to properly acquire goods and services for conducting sponsored programs.

Policy

As a State of Illinois Public Institution of Higher Education, all purchasing actions at NIU are managed in accordance with the Illinois Procurement Act. It is recognized that purchases related to sponsored programs are subject to additional standards set forth in the Uniform Guidance and any other terms and conditions applicable to the award. Procurement of goods and services on sponsored awards must adhere to both state and federal requirements. The most restrictive rules apply. These rules also apply to purchases used to meet matching or cost share requirements.

Definitions

Illinois Procurement Code
Statutory provisions outlined at (30 ILCS 500/) for which NIU, as a state institution of higher education, must adhere to when purchasing goods and services.
Uniform Guidance
The government-wide framework for grants management set forth in 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The State of Illinois Grants Accountability and Transparency Act (30 ILCS 708/1 et seq) has adopted Uniform Guidance.
Cost Share
The portion of the total project costs not borne by the sponsor.
