Why This Matters

Older computers fail more often, and those failures create unexpected disruptions to teaching, research, and daily work. Without a plan in place, replacements have historically happened on an ad hoc, break-fix basis, which is inefficient for departments and unpredictable for the people relying on their devices every day.

NIU is moving away from that model toward a structured, planned device replacement program. Instead of waiting for hardware to fail, devices are replaced on a standard rotation that's consistent across every department.

How the Program Works

A Managed Rotation

The Device Lifecycle Refresh Program is managed centrally by DoIT. Devices are replaced on a standard rotation, with laptops cycling more frequently than desktops based on device type and available funding. Retired units are reused for limited functions where possible rather than discarded outright.

Laptop-First: Our Mobile Computing Model

NIU's standard configuration is built around laptops rather than desktops for most roles, paired with a docking station, monitor, keyboard, and mouse at the primary workspace. This "mobile computing" approach reflects how work happens at the university:

  • Flexibility for how work happens today. Faculty and staff move between offices, classrooms, labs, and home for teaching prep, meetings, conferences, and hybrid work. A laptop goes where the work goes.
  • One device instead of two. Standardizing on laptops eliminates the split between an office desktop and a separate laptop. It's simpler for the user, and the University to support and refresh.
  • Consistency with learning spaces and research technology. Hyflex classrooms, conference room displays, and research lab setups are all built around portable devices.
  • Business continuity. If a building becomes unavailable, laptop users can relocate and keep working.
  • A docking station preserves the full desktop experience and also provides mobility for the user.

How Replacement Priorities Are Set

Each year's replacement plan is built from two sources of information:

  1. University Asset Data (FMS)

NIU's Facilities Management System tracks all university-owned computers, giving visibility into device age, device type (laptop, desktop, Mac), and overall inventory. This allows IT to model long-term replacement needs fairly and consistently across campus.

  1. Department and Distributed IT Input

Distributed IT units across campus provide department-level input on anticipated needs and known instructional or research requirements for the coming year, ensuring local expertise and academic realities are reflected in the plan.

Why Both Matter

Asset data shows what exists. Department input shows what's needed. Together, they inform a realistic, campus-wide replacement plan rather than a one-size-fits-all schedule.

The Investment

The program represents a significant, ongoing investment in campus technology, replacing a meaningful share of NIU's computer fleet each year. Buying in volume through our hardware partner allows the program to stretch that investment further than individual departments purchasing on their own.

What faculty and staff can expect:

  • Replacement volumes are forecasted, not arbitrary.
  • Planning improves consistency and fairness across departments.
  • The goal is predictable, proactive device refreshes, not reactive replacements after something fails.
  • Projected device needs are informed by available budget and may shift over time.

Funding & Standard Configuration

The program fully covers the cost of the standard Dell configuration for devices scheduled for replacement, which meets the needs of most roles. Departments are responsible for purchasing accessories such as monitors, docks, keyboards, and mice. In limited cases where a role has a documented, specialized need the standard configuration doesn't meet, the program contributes up to $1,000 toward an approved non-standard device, with the requesting department responsible for any remaining balance. Deployment

  1. DoIT coordinates with the IT Planning Council to get device data for each lifecycle year.
  2. Devices are ordered and tagged centrally, then imaged by the appropriate campus IT support team.
  3. Setup includes any approved software and registration as a managed university device.
  4. DoIT and AATS partner with IT Planning Council and campus departments/divisions to determine technology allocation.

Exceptions

Exceptions to the standard models are expected and allowed in many instances and the justification for these exceptions must first be approved by the local IT department and the local budgetary authority. The standard device models and lifecycle schedule meet the needs of most users. Two situations require an exception request:

  • Non-standard device: applies only when a device is already scheduled for replacement through the lifecycle program. If that role has a specific, documented functional or research need the standard Dell configuration can't meet, IT will contribute the standard allowance toward an approved non-standard device instead, with the department covering any additional cost, including accessories and peripherals needed to make the device fully usable.
  • Off-cycle replacement: applies when a device is not yet scheduled for replacement, or when any device (standard or non-standard) is requested outside the normal replacement cadence. In this case, there is no program contribution. The department covers 100% of the cost.

Exception Process

  1. Submit a “Non-Standard Computer Exception Request” at it.niu.edu
  2. Justification must show a clear functional, research, or operational need.
  3. Requires VP or Dean approval before purchase.
  4. Cost responsibility depends on the type of exception:
    • Non-standard device: IT covers the standard allowance; the department covers any additional cost, including accessories and peripherals needed to make the device fully usable.
    • The department covers the full cost, as this falls outside the lifecycle funding model.
  5. If a department is unable to fund the additional cost of a non-standard device exception, the user isn't left without a device. They can receive a standard Dell replacement, which meets the needs of most roles.

How often will my device be replaced?

Why does NIU use a laptop-first model instead of desktops?
Laptops paired with a docking station at the desk offer the flexibility of a mobile device with the full experience of a desktop workstation, supporting hybrid work, classroom presentation needs, and business continuity, while simplifying support to a single device type per person.
Does submitting an exception request mean I'll get $1,000 toward a device?
Not on its own. The $1,000 contribution only applies to devices that have already been selected for replacement in the current lifecycle year, not simply devices that are old enough to be eligible under the standard schedule. Submitting an exception request doesn't create new funding, it redirects the funding already allocated for that specific device's replacement toward an approved non-standard option instead. If your device hasn't been selected for this year's replacement cycle, an approved exception is treated as an off-cycle replacement, and the department covers the full cost.
