Amendment of bylaws shall be accomplished as follows:

21.1 Written notice of a proposed amendment may be presented at any regular meeting of the University Council, but no action shall be taken on a proposed amendment until at least the next regular meeting of the University Council. The waiting period may be waived by a vote of three-fourths of the members voting.

21.2 To become effective, an amendment must be approved by a vote of two-thirds of the total current membership of the University Council.
