ARTICLE 3: OFFICERS OF THE UNIVERSITY COUNCIL
3.1 Presiding Officer of the University Council
The president of the university shall be the presiding officer of the
University Council. In the absence of the president, the duties of the
presiding officer shall be assigned to the executive vice president and
provost. In the absence of both the president and the executive vice president
and provost, the duties of the presiding officer shall be exercised by
the dean on the University Council who is senior in length of service in
office. The presiding officer of the University Council shall be entitled
to vote.
3.2 Executive Secretary of the University Council

3.21 The executive secretary of the University Council shall be
elected by the voting members of the University Council from the elected
faculty members of the University Council as defined in section 2.21 of
the constitution.
3.22 The executive secretary shall serve full-time in that position
for a one-year term beginning July 1. The executive secretary shall develop
an annual office budget to be submitted to a representative of the president's
office during the normal university budget process. Part of the budget
will include compensation for the department affected by the loss of the
instructional services normally provided by the faculty member who will
serve as executive secretary during the year for which the budget is being
prepared.
