Federal Uniform Guiadnce A summary of the changes in Federal regulations that apply to grants and cooperative agreements and how NIU is responding to them.  11/17/14
FDP Prior Approval Matrix A summary of Federal-wide research Terms and Conditions for prior approval requirements by the participating federal agencies in the Federal Demonstration Partnership (FDP). The “Remarks” section on the Notice of Grant Award will indicate whether the grant is awarded under the terms and conditions of the FDP. Note that any of these prior approval authorities can be superseded by special restrictions written on the Notice of Grant Award. Therefore, award notices must be reviewed for restrictions before making expenditures that might require prior approval. 10/01/08
OMB Policy A-21 This Circular establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions.  
OMB Policy A-110 This Circular sets forth standards for obtaining consistency and uniformity among Federal agencies in the administration of grants to and agreements with institutions of higher education, hospitals, and other non-profit organizations.  
OMB Policy: A-133 This Circular sets forth standards for obtaining consistency and uniformity among Federal agencies for the audit of States, local governments, and non-profit organizations expending Federal awards.  
Federal Lobbying Policy Federal regulations 2 C.F.R. Part 220, Cost Principles for Educational Institutions and 31 U.S.C. Section 1352, Byrd Amendment. This section explains the university's responsibilities under federal lobbying regulations as they relate to federal proposals and awards. 4/17/2014
Federal Register A daily publication that makes available to the public the rules, regulations, and other legal notices issued by federal administrative agencies.  
Code of Federal Regulations The Electronic Code of Federal Regulations (e-CFR) is a regularly updated, unofficial editorial compilation of CFR material and Federal Register amendments produced by the National Archives and Records Administration's Office of the Federal Register (OFR) and the Government Printing Office.  
Cost Accounting Standards    
Federal Demonstration Partnership The FDP is a unique forum encompassing individuals from universities and nonprofits who work collaboratively with federal agency officials to develop policies and procedures designed to reduce the administrative burden associated with carrying out the nation’s research enterprise.  
Federal Acquisition Regulations (FAR) The principle rules outlining federal procurement (contract) actions.  
Excluded Parties List The Excluded Parties List identifies those parties excluded throughout the U.S. Government from receiving Federal contracts or certain subcontracts and from certain types of Federal financial and nonfinancial assistance and benefits.  
Fly American Act Travel under federal awards must comply with the Fly America Act.  
Export Administration Regulations (EAR) The Bureau of Industry and Security is charged with the development, implementation and interpretation of U.S. export control policy for dual-use commodities, software, and technology.  
Office of Foreign Asset Control (OFAC) The Office of Foreign Assets Control administers and enforces economic sanctions programs primarily against countries and groups of individuals, such as terrorists and narcotics traffickers.  
Foreign Per Diem Rates Foreign travel under federal awards must comply with both NIU and federal foreign per diem rates at put forth by the U.S. Department of State
