- Frankline Muthomi
Frankline Muthomi
Frankline Muthomi is a Ph.D. student in Public Administration at Northern Illinois University. His research focus is in budgeting practices, performance-based budgeting, and participatory budgeting in developing and transitioning countries. He is also interested in local government management with specific interest in intergovernmental relations, decentralization, and public-private partnerships. Frankline received his Master of Public Administration and Bachelor of Psychology from the University of Nairobi in Kenya.
Prior joining NIU, Frankline worked with the Government of Kenya and participated in the development, planning, and implementation of the annual budget at ministerial level. He has participated in diverse research activities focusing on public participation in budgeting processes in Kenya’s devolved units and partnered with Prof. Kurt Thurmaier of NIU in conducting budgeting research for publication.
