About Illinois House Resolution 477
House Resolution 477 (HR 477) was adopted by the Illinois House of Representatives on May 30, 2015. It calls for the establishment of advisory committees addressing five areas that have been identified by the P-20 Council’s College and Career Readiness Committee as key to the promotion of successful student transitions from high school into postsecondary education and careers:
1. Piloting competency-based high school graduation requirements
2. Scaling
3. Qualifying more high school teachers as dual credit instructors
4. Career pathway endorsements on high school diplomas
5. Education and career development and planning
Four of the committees will be delivering recommendations in February 2016 that will be considered for further legislative action. The area of “qualifying high school teachers as dual credit instructors” is being addressed by the P-20 Council’s Teacher and Leader Effectiveness Committee, with recommendations to be delivered in 2016 for consideration by ISBE, ICCB, and IBHE.
