Policy Library update – policies up for comment A new policy is open to review and comment for a 30-day period. This provides our NIU community the opportunity to consider and respond to the new policies before they take effect. The new policy is:
- State of Illinois Paid Leave Benefit; comments due March 30.
To submit a comment, go to our policy library website. Click on “Comment on New/Renew Policies.” You’ll be able to review these policies and provide your comments. If you have any questions, please contact the university policy librarian at policy-library@niu.edu.
Please note, this policy is subject to revision as the proposed rules for this law have not yet been finalized. The Illinois Department of Labor has communicated that the rules are expected to be adopted in the next month. Any updates will be communicated to the campus community. Additionally, more information on this new benefit can be found on the Human Resource Services website.

DoIT to update security certificates. At 9 p.m. on Wednesday, March 6, 2024 the Division of Information Technology will renew the security certificates used to authenticate to NIUWireless. This renewal process happens annually. Users may notice that they have to accept the new certificate or reconnect to NIUWireless.

Dr. Dostilio is vice chancellor of engagement and community affairs at the University of Pittsburgh. She is also an associate professor of practice within the Department of Educational Foundations, Organizations, and Policy in the School of Education. Her research explores the community engagement profession in higher education and hyperlocal, place-based engagement.

Fiscal Year Early Planning Procurement Guidelines effective March 1, 2024
It’s time to gear up for closing out Fiscal Year 2024 purchase orders and start planning for Fiscal Year 2025. As the fiscal year wraps up, things get busy for business offices throughout the university, but Procurement Services and Contract Management is here to help with guidelines, instructions, and reminders. The P2PO System is now open for FY25 requisitions. Check the Procurement Procedures for thresholds and processing times. Here are the key procurement deadlines:
Important Deadlines:
FY24
- Start your planning to close any purchase orders that are no longer needed.
- New transactions greater than $100K with an anticipated July 1st start date should be submitted to Procurement Services immediately or not later than March 15, 2024.
- New transactions less than $100K with an anticipated July 1st start date should be submitted to Procurement Services by June 1, 2024.
- Submit Change Order requisitions (increase/decrease), and requests to Rollover purchase orders to FY25 no later than May 1, 2024.
- Transactions requiring 2-party agreements should be submitted to Procurement not later than April 15, 2024.
- P-Card Transactions:
- Last recommended day to make P-Card Purchases to post this fiscal year – June 21, 2024.
- Last day to allocate P-Card transactions in PaymentNet to post this fiscal year- July 2, 2024.
FY25
- Start your planning early for Fiscal Year 25 requests to ensure timely processing.
- P2PO (FMS) System opened on March 1, 2024 – time to enter your requisitions for routine purchases, and open orders for FY25.
- New requirements and open orders less than $100,000 must be submitted by June 1, 2024.
- New requirements greater than $100,000 must be submitted immediately.
- New FY25 RFP, IFB, Sole Source – time is of the essence. Just to be clear, there is a chance that new submissions might not be processed before July 1, 2024, because of the lengthy process and necessary approvals for these procurement types. Departments are encouraged to submit their requirements as soon as possible.
Reminders:
- Early planning is critical.
- Goods and services should not be ordered or initiated until a requisition and purchase order is issued to cover the purchase request.
- Purchases of goods and services with renewals or multi-year should always consider the aggregate value of all years to determine if it is above or below the small purchase threshold of $100,000.
- Requisitions should be submitted with the required documentation (i.e.: Quotes; see Small Purchase Competition Policy if purchase is between $20,000-$99,999.99.
- Obtain W-9 for new vendors to expedite the process.
- Obtain Certifications when aggregate value is over $50,000 (IPHEC purchases exempt).
- Obtain Financial Disclosures when aggregate value is expected to be over $100,000 (IPHEC purchases exempt).
- Consider established IPHEC contracts to expedite processing.
- Departments should consider a BEP vendor (women, minority, persons with disabilities). See BEP website to identify qualified diverse vendors. NIU has a 30% BEP goal.
- Do not sign unless you are authorized to sign contractual agreements – See OGC Contracting Authority Signature Delegation for list of authorized signers.
- Transactions greater than $250K must receive Board Approval – Contact Risk Management for additional guidance.

Parking Pay Stations to accept contactless payment
The two parking pay stations located at the Carroll Avenue visitor pay lot will be updated to accept contactless credit card payments. Contactless payment provides an industry-leading layer of card data security to ensure that no cardholder data is exposed during the payment transaction. This means users will have the ability to tap their cards or pay via Google Pay or Apple Pay. These two pay stations will still accept cash.
The pay-by-space pay stations located at Anderson Hall, Peters Campus Life and the Recreation Center will be decommissioned and replaced by AMP Mobile Pay. Cash transactions will be discontinued at these locations.
These changes to the pay stations will be implemented no later than March 31, 2024.

OSC creating a “Whom to Contact” list to facilitate the success of new employees.
As part of our ongoing efforts to support the retention of new employees and to facilitate their success in their new position, the Operating Staff Council’s Workplace Guidance Committee is creating a comprehensive “Whom to Contact” list. This resource will provide valuable information to new employees, helping them quickly identify which department to contact for various needs and inquiries.
To ensure the accuracy and completeness of this resource, we need your help, Huskies. Please take a moment to provide details, via a brief survey, about your department including website address, email, phone number and the type of assistance you offer.

Faculty encouraged to add their voice through committees of the university.
University-level committee service provides an important opportunity for NIU faculty to take an active role in shared governance. It is through shared governance that faculty can impact campuswide academic decisions, help set NIU’s direction for the future and contribute to the promotion of academic freedom and productivity.
Soon, the administration of NIU’s colleges and University Libraries will reach out to offer these opportunities to serve on a wide variety of committees, councils and boards for terms to begin fall 2024. Faculty are encouraged to engage in the process and consider representing their college or University Libraries in this way.
Shared governance rests on the idea that the healthy functioning of our university is the shared responsibility of faculty, administration, staff, students and the board of trustees. Serving on these committees is one way for faculty to directly contribute to the health of the university.
