Volunteer and Contractor COVID-19 Vaccine Requirement

On Aug. 26, 2021, Illinois Governor Pritzker issued an executive order (see Section 4) that identifies “higher education personnel” as anyone who is employed by, volunteers for, or is contracted to provided services for an institution of higher education and is in close contact with other persons on campus or campus-affiliated buildings or locations for more than 15 minutes at least once a week on a regular basis.

Please see below for vaccine and testing requirements. Volunteers and contractors who are fully vaccinated only need to submit their proof of vaccination once. Those who are not vaccinated need to submit a negative test result on a weekly basis.

Vaccine Requirement

All higher education personnel must:

  • At a minimum, have the first dose of a two-dose COVID-19 vaccine series or a single-dose COVID-19 vaccine within 10 days after issuance of the Executive Order and be fully vaccinated against COVID-19 within 30 days following administration of their first dose in a two-dose vaccination series.
  • Provide proof of full vaccination against COVID-19 to the institution of higher education by providing one of the following: (1) a CDC COVID-19 vaccination record card or photograph of the card; (2) documentation of vaccination from a health care provider or electronic health record; or (3) state immunization records.

Testing Requirement

Higher education personnel who are not fully vaccinated against COVID-19 must be tested for COVID-19 weekly, at a minimum, either on campus or elsewhere.

  • You have the option to test on campus through our COVID-19 surveillance testing program. Review the information about scheduling your appointments. You will register for a SHIELD account using the employee agency code.
  • If you are testing off campus, testing must be done using a test that either has Emergency Use Authorization by the FDA or be operating per the Laboratory Developed Test requirements by the U.S. Centers for Medicare and Medicaid Services.
