SafeAssign Error for the Course Building and Organization Builder User Role

There is a known issue with adding SafeAssignments in a course or organization by a user with the role of a Course Builder or Organization Builder. Course (or Organization) Builders should NOT attempt to create SafeAssignments, since the attempt will not only fail, but also prevent the users from being able to create SafeAssignments in the same course/organization, even if their role is changed to that of an Instructor or Leader.
