Sarah Klaper

Sarah Klaper joined NIU as ombudsperson in August
2012. She earned her bachelor of science
in communication from Ohio University in Athens, Ohio, and she earned her juris
doctorate from the University of Cincinnati College Of Law. Ms. Klaper started her career in a general
civil law practice at Southeastern Ohio Legal Services in Portsmouth,
Ohio. She then went into a solo family
law practice in Naperville, Illinois, and followed up by returning to her
public interest roots as a community lawyer at the Citizen Advocacy Center in
Elmhurst, Illinois.
Most recently, Ms. Klaper was a legal analysis, research,
and communication instructor at DePaul University College of Law. She also taught Education Law and State and
Local Government. Ms. Klaper’s scholarship
has focused on open government issues concerning citizen participation, the
First Amendment, the Illinois Freedom of Information Act, and open meetings
laws.
