Biography

Elena Butkus currently serves as Director, Government Affairs, Mid America Region for Aetna. In that position she directs and oversees government and regulatory relations. In this role, Elena Butkus develops political strategies, inputs on public policy, and manages legislative activities and external issues that affect the business serving as one of the company’s lobbyists. Aetna is one of the nation's leading diversified health care benefits companies, serving approximately 36.8 million people in 50 states. Aetna offers a broad range of health insurance products and related services, including medical, pharmacy, dental, behavioral health, group life and disability plans.

Previous to Aetna, Elena Butkus analyzed public policy, negotiated and lobbied the implementation of many Illinois health care laws in three different contexts. From 2004 until July, 2009, Elena Butkus served as Vice President, Finance & Corporate Officer of the Illinois Hospital Association (IHA). IHA represents 200 Illinois hospitals and health systems. In that position she was in charge of public policy issues related to hospital finance and the private market. From 1996 to 2003, Elena Butkus served as both Executive Director and Associate Executive Director of the Illinois Association of Health Plans (IAHP) reporting to a Board of insurance company chief executives. In that capacity, Ms. Butkus oversaw an organization, which provided health insurance companies in the Illinois market with political lobbying, regulatory representation, and media relations. From 1987 to 1996, Elena Butkus worked for the Illinois State Medical Society (ISMS), representing 18,000 physicians, where she served as Director in the Health Care Finance Division. In addition, Elena Butkus worked for several years in Baxter’s Corporate Communications Division.

In 2002, Crain’s Chicago Business named Ms. Butkus one of their picks for “Forty Under 40” -- “the area’s best and brightest” and most recently in 2008 the same publication specified her as one of the five most “Enterprising Women: Transforming Chicago Business”. She has been bestowed other Governor’s Office, legislative and State agency appointments, including the Workers’ Compensation Medical Fee Schedule Advisory Board, the Illinois Health Care Credentials Council and the Illinois Health Care Cost Containment Council. Elena Butkus has also served on the Board of Directors of the Self Insurance Association of Illinois, as well as the Gilead Center, which addresses local and state public policy and referral issues for the uninsured population in Illinois. She resides in the Chicago area.
